Aha!

I figured they were pulling some tickets aside, but if you go to the Nats site and check out ticket plans, they've apparently freed up some additional upper deck tickets. After about noon on the initial day they went on sale, there was nothing outside of the nosebleeds in the outfield. Now they have some baseline tickets.

Is that a case of them holding some tickets back for the general public? or people canceling their ticket requests?

It'd make sense for them to hold some tickets back. You don't want to stick the casual fans in the worst seats for every game.

But if I waited until 2 AM and had worse seats than this, I might be kinda irked.
